2020欧洲杯APPCOLUMBIA, S.C.—In good times and bad, Joe Biden has taken refuge in South Carolina, often joking that when he dies, he hopes to be reborn in Charleston.

So when his struggling presidential campaign needed a lift, he turned to the state for a lifeline Saturday, notching a burst of momentum and a chance to become the alternative to Vermont Sen. Bernie Sanders in the race for the Democratic nomination.
